What a Dubai event permit is

A public event in Dubai runs on an approval from the Department of Economy and Tourism (DET), applied for through its ePermits system by a licensed organiser. The permit names the event, the venue and the dates. Concerts, exhibitions, conferences, sports fixtures, product launches and pop-up markets that the public can attend all sit under this system.

What the file usually contains

The permit file normally includes the event plan and programme, the venue agreement, floor plans, expected crowd numbers and safety arrangements. Depending on the event, the authority coordinates sign-off from Civil Defence, Dubai Municipality, Dubai Police and the RTA. Each body looks at a different risk: fire and crowd safety, food and hygiene, security and traffic.

Malls, hotels and venues add their own approvals on top. A mall will want artwork, a build drawing and a contractor list before it lets you in on the day.

Lead times to plan around

  • A standard corporate event: allow roughly 30 days.
  • A concert or large exhibition: allow 60 to 90 days.
  • Anything with a prize draw, food sampling, outdoor staging or road closures: start earlier than you think.

These are working rules of thumb that consultants quote, not guarantees. The authority's own timelines are the ones that count.

Common reasons a permit slips

Dates that change after submission are the first. A new date often means resubmitting the venue agreement and safety plan. The second is a late build design: the stand or set has to match what was approved. The third is missing documents from suppliers, such as insurance or contractor licences.

The way to avoid all three is to freeze the date, venue and layout before you file, and keep one person responsible for the paperwork.
