Which promotions usually need a permit
In Dubai, promotional offers made to consumers are regulated by the Department of Economy and Tourism (DET), the successor to the old Department of Economic Development. In practice that covers sales and discount campaigns, prize draws and raffles, buy-and-win offers, gift-with-purchase deals and many in-store promotions.
A sampling stand or a mall activation does not always need a promotion permit on its own, but it often needs other approvals: the mall or store, and for food, the food safety rules that apply to the venue. If the stand also runs a draw or a spin-and-win game, the draw is what brings in the promotion permit. Check the exact mix with the authority or your agency before you commit to dates.
What to have ready
- The offer in writing: what the customer gets, for what purchase, from which date to which date.
- The terms and conditions, in English and Arabic where the authority asks for it.
- The list of participating outlets or the venue agreement.
- For a prize draw: the prize list and values, how winners are chosen and how they are announced.
- Your trade licence and the details of the licensed company running the promotion.
Mistakes at this stage are usually small ones: dates that change after submission, a prize described differently on the poster and in the terms, or an outlet missing from the list. Fix the offer first, then apply.


How long to allow
Plan for at least 30 days between the day you submit and the day the promotion starts. Consultants who file these permits commonly quote about a month, and a draw with a security deposit or a witness to arrange can take longer. Do not print posters or book stand builds against a start date until the permit is in hand.
Rules that catch brands out
Raffle tickets cannot be sold for cash. A brand can give entries with a purchase of goods or services, but it cannot run a paid raffle. Prizes should be benefits, in-kind prizes or vouchers, and the winners should be drawn as the terms say. For prize draws the authority may require an official to attend as a witness, so confirm the date of the draw as early as the dates of the campaign.
